Received a Letter About Your Pool Fence Inspection? Here’s What It Means and What to Do Next

If you live in Victoria and have a pool or spa, there’s a good chance you’ll receive a letter from your local council about your mandatory pool barrier inspection. These letters can cause a bit of confusion, especially if you weren’t expecting them — but don’t stress. This blog post will explain exactly what the letter means, what you’re required to do, and how to stay compliant (and avoid fines).


💡 Why Am I Getting This Letter?


Under Victorian law, all pool and spa owners are required to:

  1. Register their pool or spa with their local council, and

  2. Have the pool barrier inspected and certified as compliant every four years.


The letter from council is a formal reminder that your property’s compliance certificate (Form 23) is due soon — or possibly overdue.


It’s not optional. If you ignore it, you may face penalties or non-compliance notices.



📆 What Do I Need to Do?


The steps are simple:

  1. Book a pool barrier inspection with a registered pool safety inspector.

  2. If your barrier passes, you’ll receive a Form 23 Compliance Certificate.

  3. Submit the Form 23 to council before the due date listed in your letter.


If your barrier does not pass, don’t panic — you’ll get a detailed report explaining what needs fixing, and you’ll have up to 60 days to address the issues and book a reinspection.
